BEF is honored to serve as the program administrator for the Environmental Protection Agency’s Solar for All (SFA) program in Idaho, Montana, and Wyoming.  BEF is part of the Oregon Solar for All Coalition, supporting community solar projects with consumer owned utilities.  Trusted community partnership is key to the success of this initiative and has been a cornerstone of BEF’s successes to date.

Who the program serves:

The mission of the SFA Program is to expand economic and environmental benefits of solar to low-income, tribal, and disadvantaged communities as defined within the Inflation Reduction Act.

Consumer protection notice:

The Solar for All program is in development and is currently not available. Bonneville Environmental Fund (BEF) is a designated facilitator of the Solar for All Program in the states of Oregon, Idaho, Montana, and Wyoming. Residents should be aware of potential scams and bad actors attempting to commit fraud. Common examples are claims of “free solar”,“free roofs”, and attempting to gain personal information to run credit reports/verify eligibility for the program. Please review the U.S. Department of Treasury Consumer Advisory for additional information on solar energy scams.

Program in Action:

BEF’s SFA Program will be in negotiation with the Environmental Protection Agency (EPA) through the end of 2024.  We are not yet reviewing projects or able to provide funding. 

Participatory governance structure is critical to ensure responsiveness to stakeholder needs and interests.  Therefore our next step is the engagement of a steering committee in each of the three states that we serve as SFA administrator; we anticipate this to occur in early 2025.  Detailed program planning will occur with the Steering Committees and associated working groups.  Programmatic implementation timelines and project criteria will be determined as part of those planning efforts.
